Didn´t check your GPU yet... But your CPU might be too slow. Your 2400 MHz QUAD-Core is probably not enough for GPL because it only uses one core (and there is no way to change that).
A Core 2 DUO (E8600 ~10€) or QUAD Core around 3000 MHz would work much better (most likely on all tracks).

That´s considerably faster than mine and hence adequate. (I have no frame drops at any track since i got an adequate CPU (3,4 GHz), even at starting a race at Spa67.)
Imho undo the forcing. There is already vsync option in GEM+ (in the sub-option menu "render" ??). Use this instead. (if then still flickering: there is a way to stop this too iirc)
About the flickering: look into the driver settings and disable 'triple buffering'. Aero shouldn't be a problem since it's rendered on the GPU only when the desktop is visible.
I reactivated my HD 6800 GPU and made some screens of my settings for stable 60fps: HWM pic is from SCX with solid 60fps at AAIOM track = maximum GPL!!!
